The hotel has said the SIAE tax rate for live music is €406.47. (22% VAT included) + € 15.00 for case management. Is this normal?

Nope. If you are only having live music on your big day and you have less than 200 guests, then you are being definitely overcharged (probably the hotel likes to keep a commission).

As of 2017, the official costs for live music are (excluding VAT):

• less than 200 people: €199,00
• more than 200 people: €299,00
